While no formal online code was located regarding an ice barrier, Joshua Levengood, Zoning and Codes Enforcement Officer of the Borough of Laureldale, PA confirmed it is required with this statement, "Ice and water shield is required along the eaves from the lowest edges of all roof surfaces to a point not less than 24 inches inside the exterior wall line of the building for any structure with conditioned spaces.  It is not required for an accessory structure that contains no conditioned space."
